While most private businesses, unless they are connected to the government or financial institutions, do not need to think about changing messengers, for public and financial sector organizations this is a pressing issue.

Thus, it is prohibited to send personal data with their help, but theoretically they can mean any information that somehow reveals the person - for example, full name, date of birth, marital status.

The restrictions also create a number of practical inconveniences that slow down various processes in organizations. For example, you can discuss the delivery date with the supplier, but you can no longer send him scans of documents with their help.

At the same time, a partial transition to non-prohibited messengers, which involves transferring all legally sensitive communications there, is quite burdensome for organizations, so a complete transition seems optimal in this case.
